Is PCGS #'s A Good Way To Catalog Coins

Is PCGS #'s a good way to catalog coins.
And if so, one example I have seen is with Roosevelt dime 2012 P which has two PCGS #'s, {PCGS # 511553} & {PCGS # 511556}. This is confusing to me and figure I am just missing something.
Any help would be grateful thank you.

https://www.pcgs.com/coinfacts/coin...0c-fb/511553 is "Full Bands", where the bands on the torch (reverse) are clearly defined
https://www.pcgs.com/coinfacts/coin...p-10c/511556 is not (the strike is not as strong or some defect/damage prevents the FB designation)

I'm sure someone will correct me/clarify in greater detail what "Full Bands" really means

Pretty sure that @alpha gave a good description of this. the split between the bands gets worn smooth very early on in the circulation process, but also is often times not struck up completely.
