These are collectors that publically list their certified and graded coins (by either PCGS or NCG) so that one collector can see how his/her set(s) compares in grade and standing to others.
For instance, PCGS has a number of members that have registered their collections:

Like anywhere else, one collector will like to boast about how great their collection is compared to another person who will state their collection is even better. So...to address these egomanatics (including yours truly), you can submit the registration numbers off of your PCGS graded coins (for PCGS registery sets only) and NGC graded coins (NGC registry sets can include BOTH PCGS and NGC graded coins) to see who actually has a BETTER set.
Now you have competition for the best of the best. Collectors are paying top premiums for coins with high grades and low populatons so they can say, "Ha ha...I have it and you don't...my set is ranked higher than yours!"
You have to give PCGS a lot of credit. They really started this egomanatic competition where collectors are searching for these very high end graded coins to fulfill their competitive needs.
Now if I can only find a 1990 "No S" Lincoln Proof without mortaging my house, I can move up a few slots. I hate being #13...ahhhh, the ego of all this stuff!
