Medallion of some kind , odd that it shows a young victoria and shows the year she died 1901.She was a very old woman by that time and her profile on coins and medals had changed to reflect that.

G'day, the portrait is similar to that used on low denominations for the first 50 years of her reign.
The dates are the beginning & end of her reign: the latter is also her death.
The lack of further information on the reverse might imply something ...

My guess: I'd say that this was designed for a uniface display,
and that it may have been part of a set:
"Queens of England", "Kings & Queens ..." are possibilities.

It reminds me of those medals that were issued at gas stations of presidents to collect as a set.
Perhaps BP did the same with UK monarchs?
