Interesting...is there any fine print or stampings on the reverse?
A language/country might help narrow down the possibilities.

G'day, I've never seen this before, but the following may be relevant -

The Autonomous Province of Western Bosnia was renamed to Republic of Western Bosnia (Republika Zapadna Bosna, ...) in 1995 and the same year served as the last line of defence of the Republic of Serbian Krajina in Croatia during Operation Storm. It was soon militarily defeated during Operation Tiger and then wiped out competely during the joint Croatian and Bosnian government army action during Operation Storm. Its territory was incorporated into the Federation of Bosnia and Herzegovina (present day Una-Sana Canton). ..."

Peter, interesting that you found that...because my gut feeling was somewhere in the Balkans too. Must be that "ZB"

I cannot tell if there is anything written on the back as I do not have the item in hand. It belongs to a coworker's family member. He says that it is definately not from the balkans and that it dates from roughly the 1860's. He is trying to get more clues from the family member.

Ok--just a guess. Judging from the use of Z, I'm guessing its origin is outside an English-speaking country.
As a possible clue...seeing how the cross and letters are black, and the first initial is "Z". Zwart is Dutch for black, so the ZB might mean "Black _____" More total guesses.
