Now that is a really tuff question. For one thing I'd bet every year of that series have had such coins. Maybe not in later years but I'm sure this was common in the past. I wonder if www.coppercoins.com could answer that one.
BadThad will soon chime in as he is the guy to ask. I can tell you that the 1925-S and 1925-D are known for their horrible dies. Most have terrible strikes and some mistake for wear. The 1924-D is another one known for this.
