Hammered Silver Crown - counterstruck?

I was just reading about certain coins being debased when I remembered that I had what I thought was a holed hammered. What do you reckon?

Well, that's not a British coin - the coat of arms is of Burgundy, I believe.

As for the damage, My guess would be holed and re-plugged.
