1989 D penny has something that was struck through on the obverse and something on the M in America on the reverse.

It appears to be some kind of adhesive or glue.

Nope. It's stuck glue or epoxy. It should come off in a acetone soak. Here's a helpful link explaining what a Struck Through error is and how it happens. There's also pictures too. https://minterrornews.com/features-...r-coins.html

Agreed, it is glue or something and the reverse of a Memorial cent was pressed against it then removed.
