Is this a mid century decor piece? Something Quebecois? California art? I think it was found on Laguna Beach in the 70s. It "taxes me"! (Channeling Khan).

You need to have it looked at by a antique jewelry dealer.

It is big - 3" diameter, and reverse is attached. Looks modified to hang on a wall or on a ? Thank you for such quick responses. I think too big for a brooch.

I have seen similar items used to embellish pianos, furniture and carriages. Either side of the mounting there are two holes which appear to have been filled with solder. These would probably have been the mounting lugs.
The style is early C19th French Empire.
