@gigi, can you please post the weight of this coin? That might help us to determine if metal has been removed from this coin or else if it was Struck Through Grease.

naw, I think it is from the obverse design elements taking up the material to form the bust and not leaving enough to strike up the reverse design.

I agree - this area has been know to produce weakness as long as the Memorials reverse has been around!
