My best quick guess is an Ottoman akje from about the 1500s-1700s, or if not that, somewhere in western/central Asia. I expect others who are better at reading the Arabic/Perso-Arabic script will have a more precise answer. The off-center strike is quite typical for that era/geography so it's likely the whole coin and not just part.
