This is not a double dye, but I'm curious on what might be going on with the 9 in the date. Someone asked me what I thought and I think it's a strikethrough and/or strike through grease but I wanted to get other people's opinions.
The reverse is such a common area to be lightly struck as the metal is drawn up into the anvil die to produce the Lincoln bust leaving a light strike on the reverse The obverse 9 is either a slightly Grease Filled Die as stated or circulation flattening.
Grease on the 9 (obverse), but the weak strike on the reverse is due to the lower bust of Lincoln being so deep, it took up much of the metal to form it - thus not leaving enough for the reverse design elements.
The easiest way to know this is that the very tops on the letters of 'STATES' are fine - because they lineup with the area on the obverse where the bust transitions down to the field just before the rim.
