Can US Ebay Sellers Do Order Fulfillment From Another Country?

I had a new experience on ebay. Yesterday, I purchased an electronics part from a seller in California. This morning, the item was marked as shipped with no tracking from an address in Israel.

Is that even allowed? I purchase from U.S. based companies so I don't have to deal with tariffs and long delays. I am particularly sensitive about buying coins from China and other shady countries. But if a seller can list a U.S. location and then ship your order from abroad, how can you ever know who or where you are buying from?

Back in the day I bought some auto parts from a California company, but they were shipped from China. However, they were upfront about their "Designed in Cali, made in China" parts coming direct from their manufacturer to save time, cost, blah, blah.

That being said, I think it is okay if they disclose it, but in your case, it seems it was unexpected. I would think that is against the rules.

That is against ebay rules.
You are supposed to disclose where the item is being shipped from.
What some sellers were known to do is after you order an item,
they would order and have it shipped from China to your address.
This way they have no capital tied up in stock. This may be the case here.
If you want to report it, you can report it under Item-Not-as-Described
( Wrong country ship from location)
