I am baffled by this Kennedy half I have. The weight is 11.68 grams which would indicate 80% Silver outer layer and 21% Silver inner layer. Proof halves were only made in DCAM but mine doesn't even look proof at all. Any input would be greatly appreciated.

It doesn't look like a proof to me either. Non-proof silver halves were also struck that year.
Inordinately fascinated by bits of metal with strange markings and figures

Could it be a slightly overweight business struck silver clad,? they minted 11 million of them as per the Red Book.

Well right off 80% and 21% = 101% so that doesn't work out.
40% silver halves have a Mint tolerance of: 11.100 grams to 11.900 grams.
Clad Halves have a Mint tolerance of: 10.886 grams to 11.974 grams which puts your coin perfectly rolled cupro-nickel coin stock.

The edge looks like a 40% er.

Well, it turns out that the PCGS price guide doesn't show the "S" at the end of 1976 for MS but if you click on the + sign then it says "1976-S Silver, DDO FS-101" so that's what made me think the San Francisco mint did not make MS silver coins but only proofs. Thanks for the help.

100% a business strike 40% silver half dollar from the uncirculated three-coin set.

The PCGS guides are tricky and I do not like how they sort things.

As others have said, definitely a 40% silver business strike from the 1976-S three coin set (quarter, half, dollar).

Be sure to check for the FS-101 doubled die. It's pretty subtle, but the long bar on the right side of the T stem is usually pretty clear.
