It seems some Spanish maravedi coin. 6 maravedi counterstamped on a 4 maravedi coin.

Do you think the "1659" is the date of this coin?

That's a possible date because these counterstamps occur during the reign of Philip IV of Spain, who was king from 1621 until 1665.

Nic, I don't I've ever seen a Spanish coin with either 9561 or 6561 on it.

Some people need to do their studies.

It appears to be the most recent date, yes. There's an earlier date also visible, 1636. Even that earlier date appears to be a counterstamp; I'm not sure what the actual date the coin was originally made would have been.
