The rim of this coin looks kinda strange, it looks like something that happened during the mint... but is it and error?

I think I'm seeing die wear, at least around REPUBLICA.
Often, chrome plated dies get those flow lines when the plating wears off.
It's happened a lot on Canadian coins I've seen.
