that is so bad looking the scratches are the worst

Scratches or not, it is still a key date and is worth more than melt. In AG this coin is valued at 250. So given what it would have graded, asking less than AG price is fair.

If it were to go for 100, I would likely buy it and try to buff out the worse of the scratches. I can almost guarantee I can improve that coin and have a key date coin I would not have otherwise.

It looks to me like it was cleaned with a pencil eraser. I did once when I was a kid and the result looked a lot like that.

And I have to point this out as this drives me nuts. Its is NOT COULD OF. Could of is WRONG. The word is could've, which is a contraction of could have. Same goes for would of or should of. THIS makes me cringe.

In the far, distant future our lazer sciences will be so great that the average person will be able to refill all those scratches. Even now Lazers are used to imprint numbers on a diamond for authenticating. So imagine filling in those scratches one at a time.

Do they have a description of "Properly Cleaned"? Or is this one of those official things that belongs in the department of redundancy department?

Unfortunately I have seen way too many key date coins just like this, usually from people that just don't know any better. At a shop I worked in we had a lady bring in her late husbands coin collection, wich she had polished up with the silver polish to make his old coins look pretty (I'm sure it was in hopes of getting a better price), sad to see what was probably once a nice XF 1889-CC turned into an almost identicle looking coin as the one in the above auction, he had a lot of the key date coins in US series too - all ruined. 1893-S morgan, 1909-S vdb, 1914-D every one of them was freshly polished to within an inch of their lives.
