The copper plating was breached which caused the zinc core to corrode, this corrosion crater effect can also be seen on US Zincolns.

I have to agree with 25 cent piece. It sure looks like shotgun pellets!

Cheap and simple shed job. Probably used shot pellets or similar.

Too small to be shot gun pellets.. See where the arrows are pointing...There is a deeper depression that the actual hole itself...More than likely done with some sort of punch.

Wert is correct, there are deeper depressions. The coin is flat, and there is no displaced material showing. The depressions on the edge have no metal folded over or any bending like you would expect.

 I've actually seen a shotgun blasted at a coin and the pellets do way more damage than shown on 25 cent piece's penny. I suspect biokemist6 is correct; it's corrosion.

Looks like accelerated corrosion. My bet is some kid used it as the electrode in an electrolysis science fair project.
