Official Hint # 1: As discussed, is Mary Louise Parker, known for her role in "Weeds". And as you all have talked about is indeed a clue to the "weeds" that proliferate in the code that must be removed in order to decode it.

My answer was "Yes and No. Not everything is as it seems". Obviously now we can see that some symbols (the letters) stand for something and some symbols (numbers, punctuation marks, etc.) stand for something else (or nothing at all however you want to look at it that way!!)
Official Hint # 3: A picture of the Pentagon. I used this to signify the pentagon shape of the 5-Star General rank of which Eisenhower was when he was Supreme Allied Commander (Europe) during WWII.
Official Hint # 4: The symbol of SHAPE (Supreme Headquarters of Allied Powers in Europe) initiated by Eisenhower in 1950.
