I'm going to guess F-15 on this one. Almost no diamonds or neck beads, feathers heavily worn and LIBERTY weak in the first 3 letters.

Hmmm...I wonder if there were any "mules" in the transition year of 1909 for the cents (or any other mid year transition for any U.S. series);
