I would vote for either also.
Animals are cool on coins but, some of the National Park locations just don't bode well for an animal on their design.
I'm glad they didn't put a Big Horn Sheep or some other critter on someones nose in the Mount Rushmore design.

Yeah, it really depnds on the case.

Seems to me that the Great Sand Dunes in 2014 is really going to be a challenge. Hard to find animals or else the design would be boring.

I voted either, some parks simply do not have an animal that would fit them, or there aren't any iconic animals that exist there to begin with.

Ex: Gettysburg... although I suppose they could have added a squirrel eating a nut somewhere in there. lol jking

Neutral. I prefer a good overall design to a mediocre one. If an animal being there or not makes the difference, then so be it.

I tent to like animals. But I do like their take on Mt. Rushmore. It is a different shot of it.

Over the months I have planned for a trip to Colorado to take some pictures for the 2014 Great Sand Dunes Quarter design (to attempt a submission and also for some fun during the trip as I enjoy photography). Seems like it's going to be a real challenge...
