That's correct. For shipping coins through Canada Post anyway. Other carriers have different rules but you need to check the fine print.

The insuring no more than $500 sounds dubious to me. Max insurance you can purchase with Canada Post is $1000 and they will/should cover every penny (rounded to the nearest nickel :) ) that the seller paid insurance for. I've had insurance claims for $700+ with Canada Post myself, shipping coins, that came through without any problems.
The thing is with Canada Post insurance claims, the seller has to refund the buyer FIRST and proof to Canada Post that they've refunded before Canada Post cut the seller a check. I've gone through this and can confirm, so keep this in mind when dealing with whatever the seller offers.
Canada Post labels through PayPal DO offer signature as an option provided you select the correct service. i.e. Expedited and Xpresspost within Canada have the option of signature for an extra $1.50 while regular parcel don't. If shipping south of the border and internationally, that's when PayPal skips out on the signature option even with services that will include it if purchased at the post office.
And the PayPal shipping discount for Canada Post don't amount to be more than what signing up for Venture One (a Canada Post small business shipping account) would offer.

PayPal shipping labels has a couple of bargain priced options which DO NOT provide "tracking" and do not provide an option for "signature required on delivery"... these services ( Light Packet USA and USA Air Small Packets) can be 50% to 75% less cost than other services which do offer tracking (Xpresspost, Expedited, Tracked Packets USA). When you print out the labels of cheaper options they have a bar code and a series of numbers that look very similar to tracking codes but ARE NOT tracking codes... It is extremely important in order to be covered by PayPal insurance for items of higher value that shipping be done using a method which does provide tracking and signature on delivery. cameron93

Not sure if that includes coins, but I insured a package for over $3500 and the clerk said it's covered as long as it's worth what I'm insuring it for.

Here is the message \i received from paypal: After carefully reviewing your case, we've determined that you'll be eligible for a refund (including handling and shipping) once you've returned the merchandise to the seller. Once you have returned the merchandise, you will be covered under PayPal Buyer Protection and eligible to receive a full refund. Now the case is closed, and everything done

Now, you just have to make sure that the seller says he received the returned merchandise. Then, only until the seller confirms receipt, that PayPal refunds.

If you don't, the process will still generate a tracking number, but it will provide no tracking information. This really screwed me up recently. A buyer who purchased a watch off me bombarded me with inquiries and opened a case on the purchase only days after the purchase, all because of this. The process was not implemented bug-free. If you see the shipping label has no bar-code, it's not trackable. Post office cannot scan them to register the package in the system. One way to deal with this is by bringing the lower portion of the label and ask them to stamp it at the time you drop off a package. It gets time stamped and it will serve as a 'proof of post' in case of a dispute.
