Coin is most likely not fake (cast or counterfeit), it is just not really minted in 1799.

Why would someone change the date? Is the year they changed to worth more money?

1799 is the key for date colecting. This date has been "manufactured" pretty much since people have been collecting U.S. Cents. Dr. Sheldon had this to say," Second in fun only to the practice of selling genuine 1799s to collectors at high prices, is that of selling altered date, mutilated,or fake 1799s, of which there are a large number in numismatic circulation...".

Even a Poor-1 example housed in a PCGS or NGC holder will set you back around $3,000.

Really? I thought they were heavy faked? I meant a Flowing Hair Large Cent. I had to search ebay to make sure. (the type of coin I speaking about)

If you collect large cents, then you should be able to tell a fake from a real coin pretty easily. Even the 7 looks bunk on this coin. My guess is someone was practicing.
