F12 damaged,less than a buck.
"Dipping" is not considered cleaning...

top grade might get you a VF 20 , but its for an F15 with road rash, |

Cleaned with a bristle brush?--nice reverse, but not relevant--its the obverse that counts.

The reverse has been cleaned just as harshly. The lighting in the picture doesn't show it very well but look closely and you can see lines all over the reverse.

Wow - tough crowd with very high standards. Seriously, THANK YOU to everyone for taking the time to reply. I have already learned so much! I suspect that the grading of coins took a giant leap forward once digital photography became the norm. I still have trouble seeing the identified flaws noted by the commenters with the naked eye. What do you fine folks do at coin shows - walk around with giant magnifiers?

Without some experienced folk giving straight up opinions I would never have learned a thing. Learning to grade is very important, especially if you plan on continuing in this hobby/obsession. Keep posting your coins to see what others will grade them as. This will help you with grading coins yourself. www.coinsandcanada.com has a section on coin grading, this should also help you know what to look for. Maybe pick up a grading book as well..... It would be VF-20 at the most. It probaly would of been EF-40 if it weren't so chipped and scratched.

gorilla - are you saying that ignoring the damage, and based on the wear alone, you would grade this EF-40?
Ignoring the damage, I would call it F-12 or F-15, by Canadian standards. With the damage, it's still F-12 or F-15, but the damage brings the value down to that of probably a VG-8 or lower.
