I agree with westcoin VF30 here.

Nobody guessed this one and I will take all of the blame for it due to lack of quality pictures. The coin actually has some good luster left and the coin looks much better in hand than the picture you had to go by.
PCGS graded this XF40.

PCGS is not within ten points on this coin, and your images are quite good enough to prove it.

I agree wholeheartedly with the above quote, this coin is almost a dead ringer for PCGS's own Photograde VF30 example - luster or not. They missed the ball on this one IMO. If you bought it right then no worry, but I'd send it back to the seller for a refund if you paid the going rate of a EF40, or send in to PCGS for an reevaluation. If found over graded they may pay the market difference to you or buy the coin outright. A good lesson in buy the coin NOT the holder grade

I bet the luster and eye appeal fooled PCGS. I could see them bumping it to VF35 but no more.

Surfaces do look much nicer than a typical VF coin. Perhaps this was an extremely weak strike

Not enough detail above the ear, on the breast or legs, for an extra fine grade. If you had in hand and see lots of mint luster one could argue the strike was weak. But it ain't gettin a grean bean!

I paid $250 for this coin...I thought it was a fair price.

That's a tad high IMO - not many PCGS XF45's go for that much on Heritage, and this one's overgraded - but nothing to panic about. You maybe lost a case or two of beer on it.
