I do not know what it is, but I know what it is not... a US Commemorative.

I moved this to the US Modern forum for better exposure, but my guess is that it is an ordinary novelty item.

It looks cast to me, and my only guess about the reverse--it was ground smooth to remove the irregular surface of the top of the casting.
By my reckoning, the number might be two things--a part #, or a sequential # to keep track of the number produced.
Perhaps the reverse was meant to be polished further to remove the shallow number and engrave the name of the person the piece was given to?
These are pure guesses--for fun.

Hmm..."paperweight" is probably the most accurate description. Or a very dangerous hockey puck.
They obviously stamped those figures on the back for a reason--maybe it IDs the worker who made it?

I dont know why they were made but I have seen them used for paper weights.
