That is how pawn shops work, it is like a bazzar market. Everything is negotiable. I used to buy all my tools at pawn shops. They had a new nail gun there, that looked like it was only used a couple of times. Brand new it is $175.00. They priced it at $149.00. It was missing the trigger safety, I knew it was a $12 part, they didn't. I asked them to show me the gun in action, of course it wouldn't work without the safety, so I offered them $40.00. They took it, $12 part later, I had a brand new nail gun for $52.

You look at the price, you offer them something, they counter, you raise, they counter again and you walk out with a proof set for $10. That is how all pawn shops work.

Based on comments I've heard them make on the show those prices aren't set in stone.
You can negotiate just like they do.

I was in Vegas two weeks ago and went into the Gold and Silver Pawn shop. All the coins were over-priced. They had the modern proof sets as pictured, common (ms63) graded Morgans that were like $80.00 and the worst was a box of circulated Morgans marked $40.00 each. I kept walking....

One of the pawn shops around me has a ton of 1921 circulated Morgans. Every one of them marked at $80. Not enough wiggle for me.........

I went in there one time and they had two better National Bank Notes. One was priced at 500$; the other at 2000$. The clerk (not one of the "stars") said they could not negotiate on coins and bullion. I said I understand, but these are neither coins, nor bullion. I really had no problem with the 500$ note at that price as it was fair, based on rarity and market value. The 2000$ note was unknown (and still is as far as I know) but I just wanted it at a better price. Anyway, the clerk went to the back and got me a better price and I ended up with both notes. You just have to be persistent, act like you know what you are doing and not waste their time.

By the way, I told the gate keeper that let's people in the front door that I was there to pick up something. I did not have to wait in line to get in.

Most bm shops around here sell those same proof sets for $5, some for $4.

Their prices seem on par for the other stuff they are peddling.

Weren't they selling 1 oz silver rounds of the Old Man for $90 each last year?

I stopped into the store in Feb of 2013. There was a line down the street and the doors were closed due to filming. I offered a couple of people at the front of the line $100 if I could have their spot. No takers. I was on a time constraint that day. So I just stood back for a minute, the door opened, a few people walked out and I walked right in and passed the doorman. They were still filming merchandise in the cases and a Rudd mini bike in the rear area. I took pictures ,they said no pictures. Small place at that. To me, a typical pawn shop. Lots of jewelry and watches. I did not see much of what I expected to see. Lots of help nearby but nobody showed any interest in helping me. I did end up buying a silver one ounce round with the old man on it. Supposedly, this round was from the huge silver bar that they bought on the show. I also purchased some souvenirs and a very one of a kind diamond necklace for my wife. No stars were in sight...yet. Now they had opened the doors and let the mob in. I had been in there bout 30 mins by myself. When I paid I told the clerk that I had spent some cash here, can I get an autograph. They ushered me to the back area and there was Chumley sitting in a blocked out enclosure from the store front. I walked up , got autographs and pictures and talked with him about 10 minutes. By this time there was a big line for people to meet him. I was treated very special.by the staff. Kind of neat. The people I offered the 100$ to were in awe, who is this guy?
Prices were kind of steep on the coins and currency. Nothing I really had to have. Wife was happy and the necklace is a great conversation piece.

On one of the earlier shows they had a white box full of circulated Morgans for $19.99 each! I think it was a show from the first season. Prices have gone up. I figured the overpriced sets were for negotiating. If it were me, though, I wouldn't bother with haggling over modern proof sets.
