I don't think that any TPG would treat that as a scratch.

 completely! I have seen worse "bag marks" in ICCS/CCCS/NGC.

looks like a nice solid AU 55 and the scratch is minor.. I would bet no seen without magnification

Although the coin has been sold. I just checked a large scan and it is indeed a bag mark. Thanks to everyone for their help on this one. Steve

No wear at all and full luster gives it MS grading--grading done at 10X.

It could be seen without magnification, but not extremely noticeable. I'm leaning to bagmark.
