I try to avoid judgements when poor images are involved unless my markers jump out at me.

The main suspicion I have with this coin is that its toning is very unusual in relation to its wear. It seems to me that the plastic cover is moderately scratched and the coin itself could potentially go up to MS 65. Even so, a coin of this age shouldn't have such perfect lustre that would appear on a 2007 nickel.
