Sometimes Washington quarters look like they have a frosty coating on them, like this one. And it makes it hard for me to put a grade on it.

Couple of ticks here and there.

But...looks like luster underneath an oxidation layer. Is the muted luster not showing up in the picture?

I am AU58/MS61 - no wear on the curls of the obverse, no discernible wear on tips of wings or legs, and seems to be near flawless rims.

Look at the Letters ER and D in quarter dollar is that a die crack or just my imagination?

I guess I'm not seeing the wear. I'm seeing what I've found to be normal for 30's dates... a kind of matte-like, pearlescent, "muted" (as acloco put it) luster. These coins could very well be a result of former baths and we must remember, many changes were made over the years to strengthen details etc... In short, these coins aren't necessarily supposed to blaze with luster like 40's coins. I'd actually put this one @ 63.

Here is a picture of a different 1935D that's for sale on ebay. Notice the same die crack along the top of the head. This one is in a NGC holder as a MS-63. Must be from the same die

Highest points of Washington's hair as does the highest points on the eagle show a flat gray color, most likely light circulation. AU-58 from these photos. In hand the coin might look better.
