Once the image is in your computer or other device, you should be able to use digital flash and then punch up the contrast to get something that's more useful.

I'd go VF25 if she grades problem-free. Seated dollars seem to grade differently (higher) than other Seated series'. I've seen similar pieces in VF30 holders. |

I'll be the oddball and say
Obverse: F15/VF20
Reverse: VF20/25
Overall grade, I'd say VF-details for the graffiti in the obverse field.

F-15 Details. That definitely looks like deliberate grafitti in the field. Looks like "EWA"

I cannot see any other grade than VF Details, I think the scratches are deliberate
