In my opinion, the tick marks on the obverse keep it at MS-64 RD.

MS-64 RD. Obverse chatter holds it back from 65. I just love the color though.

The marks on the obverse high points (temple, cheek, jaw and shoulder) are due to the metal not fully filling the die.

Should they, therefore, be disregarded unless the coin would otherwise be considered MS67+?

Strike doesn't normally effect a grade until you get to 66. A poor strike can definitely keep a coin from making 66.
