Its the image of the Lincoln Memorial reprinted at a different angle.

It is a mirror copy because the coin was glued to another one and it is now separated.

There is no need to show more photos. Soak it in acetone and you will get your answer.

I would agree, however, the bottom of the steps on the most solid image has the other image that runs right up bottom of the steps and there is no gap that would be there if it were from another coin. I know that I didn't explain that well, but through each gap there is still material where if it were simply contact from another coin there would be no material.

Glue, another coin was stuck to this one and removed after the glue dried, leaving a reverse impression. Soak it in acetone and it will be gone.

coop is the expert here, and if you don't believe what the forum says you can try sending it off to a TPG.

Fully concur that two coins were glued together ... what you are viewing on the reverse is the mirror image of the second coin.

The glue will remove with acetone ... leaving behind a normal circulated 1999-D LMC.

I'm not doubting the experts on here as I don't claim to be one, but being from the Show Me State I'll have to bath the coin. I don't have pure acetone here but I did get a bottle of verdi-care given to me. Should it work to remove any glue? How long would you recommend that it be in for?

If you want a faster and easier test just scratch it with a pin, it should peel off a bit.

If this were double struck you would see the same thing on the obverse, you cant have a coin get struck twice on only the reverse

I don't like using finger nail polish remover (which is acetone with other things mixed in. But for this coin I would try it if it is your best choice.
