UP-DATE 1-25-2015 Back in the ACETONE after more erasure work. For what I want, it is coming along well enough. May eventually place it in my ordinary pocket pieces to carry. Now using a 1976 (D) type one TONER ~`~`~`~` PEG LEG.  Thanks to all.

Spend 'em, - (if you can!) My bad. Need to get the two coin PICs up before some says "get a rope." Some times I get a little weird on precise postings.  Those 2 IKES are in a long ACETONE soak. The ACETONE and eraser work is doing good, regarding the black "stuff." The three coins in the picture are not the same as the 2 coins in the OP subject. The 3 possible PO-01 IKEs in the PICs you see are both spendable, and worth more than a buck, each. Raw and/or slabbed.

I have proofs with some sort of "black stuff". I'm not brave enough to fool with acetone. Care with proofs any different?

This is one of the 2 IKEs in question with this thread. This coin has been ABUSED and is not issue free. Looks like some one put a grinder or power polisher on both sides, when I got it, in a BAG. 2 weeks of ACETONE and eraser work did remove most of the black stuff. Will photo, and post the other (better) IKE asap. Thanks for all patients.

This is the other coin. Better of the two. The other coin was abused, molested, big time. The 2 week ACETONE did about all it could with the black stuff on both of them.

The way the obverses are worn around the rim mostly looks like they were ground or smoothed down to go into custom belt buckles back in the 70s. The bevel of the first one above looks like it was made to just fit into the bezel of the buckle. Has been a long time since I have seen a buckle like that fall apart or even a buckle like that but memory leads me to think that is what happened to these.
There are obviously tons of other possibilities, but that is my best guess from the pics. That means the "black" stuff could have been tannin from the leather tarnishing them?
