A PO-1 lowball is a coin that the professional graders have graded as Poor-1 as opposed to say Good-4. True "low balls" are very worn coins where the date is still readable and can be graded. There are many very worn coins where the date is not readable an are sent back as "not grade able". There are collectors who pay a premium for slabbed coins grading PO-1.

What if the coin had specific design that was available for one year such as bicentennial coinage. Would they still not grade it without the date?

@Bertensgrad to answer your question, yes they would. If it were say a Bicentennial Quarter or an 1839 Silly Head large cent for example. If it is obvious what the undated coin was, yes they should slab it.

First: There is only one 1904-S in PCGS P01.
Morgan collectors are a seriously motivated lot. Further, they're variety enthusiasts, and Morgans (most years) circulated heavily. Lowballing started with Morgans, as a direction some collectors with odd tastes chose to extend themselves. It's downright competitive now - there are 61 Lowball PCGS Registry sets in the "Basic Set" (date/MM) category.
Keep in mind, talking about having manufactured one publicly will get you ostracized from the collecting community, and I'll be one of the ones handing out pitchforks. It's as abhorrent as cleaning.

Wait, SD. I thought it was acceptable to pocket piece a coin? I guess that's just to remove hairlines? Please educate me here, I just thought it would be fun to do... if accepted by the hobby!

It's your coin Cascade, I say do what you want with it. Nothing wrong with carrying a coin in your pocket. If it wears it down to a 01, then that's awesome for you!

Yes, but it'll take you a decade plus to wear that to P01 in your pocket. Thought you knew that and were planning something mechanical. If it circulates exclusively in your pocket, or a thousand pockets, it still circulates. That satisfies the purist, and is therefore an acceptable way to "un" clean a coin as well.

No SD, that's what I was wondering. How long in a pocket to get to p01. I was thinking 3-5yrs.. 10 is a bit much but if 04s is such a low pop at p01 grade maybe it's worth it? I wonder if the 10yrs could be reduced by using 3 morgans in the pocket? Also, it must be like loosing a limb when someone finally stops after years of it or them being in their pocket...

IMHO, TPGers (and) coin enthusiast invented another way of coin interest-collecting. Natural for persons to want the ultimate WHATEVER. Personally I am weighing my BU IKEs for heavy and light weights. Got some interesting results going. One thing I like about PO-01 is there maybe fewer SLABed IKEs in the low ball arena, than say MS65 stuff. No insult interned.

It will be harder than u think to get it to PO-01. I have been putting miles on a .999 silver round for a good solid year and silver is more resilient than one thinks. In that Morgan you will be fighting 10% copper, too. Give it a go.
