I would say because of your limited budget ; make up a collection of circulated Franklins. their easily found inexpensive at local coin shows, LCS. or E-BAY.

My Franklyn set was completed over 30 years ago, some plucked out of circulation. I now am fascinated with proof Franklyns and you will find many later date ones will be slightly more than the circulated examples. Happy collecting.

Franklin halves are a great series. They are fairly affordable. You can learn about how to look for a great strike. There are varieties that can be seen with the naked eye. The history of Franklin and the little eagle on the reverse is cool. Without a doubt my favorite series.

My only tip for you is to try going for unc. examples if you can afford them. They are a little more than melt but you will be glad you spent the extra money in the long run. Here's the Franklin I have in my type set...

I was able to fill more than half my Franklin set via roll hunting the last five years.
When I listen to LED ZEPPELIN...so do my neighbors...

Don't know if it will help any but have you tried asking friends, neighbors and relatives if they have any? Also, try to find out about coin shows. Great place to find some maybe. Also, watch for garage/yard and estate sales.

I was able to do the same more than twenty years ago. I think you had the greater challenge.
