SilverStackerKid was right on it... MS63. I'm happy with grade and have to say that this Commemorative has a silky luster and wonderful colors in hand!

With an MS grade, NGC does not see any wear. I also fail to see wear, so in my opinion what MS grade it gets, boils down as to what minor detracting nicks and scratches you can find. Bit of a light strike on the Eagle's breast feathers; the patination seems to be completely undisturbed in this area.
63 seems OK to me as well.

That is a nice example.  I feel that lustre plays a big part in the grading of a coin. Here is my Stone Mountain in 65: Looks very similar to yours.
