I'd agree with the 1940, but it really doesn't matter. That poor cent has been used and abused.

I thought 48, then I saw that the left loop is more elongated than the right loop. I think 1946 as well.

It's a 46, not a 40 because the zero on the 40 is the same height as the 4, which is slightly cut off on this coin
