At least he is telling the truth it is post mint damage, and I guess the person running the rolling machine did not intend to score the coin so it is an error, sort of.

He must have asked somebody and they told him it was post mint damage. And for some reason he thought that was good.... He probably has a back room with coin rolls, some sort of scraper and a box of nickles. "Hey ma! make me some more rare damaged error coins will ya? they are selling like crazy."
