Even though this coin likely be a details graded example due to the reverse scratches, it would still bring big money since the Denver mint copper 1983's seem to be rarer than the 1983 p coins. It would need to be slabbed if it was going to be sold though, not many buyers would be confident in such a coin without it being certified. I searched heritage, they have sold a few 1983 P's but no 1983 D coppers.

How far are you from Seattle? The fees are much less in the US and you can drop off/pick up with the US dealer.

Seattle is a few hours drive from here.

Can a coin be authenticated by a dealer?

It would depend on the dealer.
There are dealers that don't even know what a doubled die looks like, they would have no idea about a transitional error.
Anyone with an XRF can test it, maybe a jeweler or Gold buyer close by can test it for you.

No matter who authenticates it, there will still be buyers who shy away from it if it is not certified by a TPG. The basic problem is, from the naked eye its virtually impossible for the adverage bidder to tell the difference from a copper and a zinc 1983.

Also all those individuals who are saying there is no registered mail in Canada are flat out wrong. There is registered mail in Canada, as does every other country in the Universal Postal Union. The problem is that the indemnity amount available for Canadian registered mail is only $100.
See here for details regarding Canadian registered mail.

Almost all large coin and bullion dealers in the Toronto area has at least a hand held XRF, they are relatively cheap with all the fake gold and silver bars out there, someone in BC has to have one ask your dealer friend, then if it copper you can go to a Pak mail or something similar and insure the crap out of it and Fed Ex it to a TPG, then you have a 10G or more coin

You have the same problem with US Registered mail. Once it leaves the country the USPS maximum indemnity is $49.

An XRF result would probably be rather iffy. If you shoot a copper cent you will probably get somewhetre close to 95% copper 5% zinc. But if you shoot a Zincoln and the signal penetrates the thin copper plating you may still get somewhere close to 95% copper 5% zinc.

There is another definitive test that could be done, Specific gravity. A copper cent has SG of 8.83, a zincoln is 7.17

The USPS has higher indemnity values for some countries, but for sending a coin to a TPG here in the USA, registered mail is usually fine, since the limit is $50,000 for domestic registered mail.

If you are worried about sending coin in, you might want to see if any coin shows in Seattle will have TPG's set up at them. Then you could do a walk through.

ANACS will be there accepting submissions. But grader will not be present so the problem of shipping still persists,

I would just send it to PCGS or ANACS the best way you can. It won't get lost, only you know what's in the package anyway. Not to worry.

, it will only realize it's value (if real) when it is authenticated. Send it in, and give it some padding, but only you know what's in there.

If you are certain that it weighs 3.0G then I would definitely send it in for attribution ASAP!

The possible value of the coin far outweighs any costs for attribution, Shipping, Insurance etc.
