At 1st glance, I was thinking WRPM-10, but that hook is throwing me off.

That's sure looks like a RPM of some variety.

I see a damaged mintmark, gouge in the lower loop.

I like it .. almost looks like an attempt at punching three times with a tilted punch for the first two. I would hope it is an S over S over S for you. Very interesting. But I sure don't know. Low ... oops  still low ... oops  Got it that time.

To me it looks like an incuse mark on that area making a ridge of metal west? A closer view might show more?
