Since 1991, I have only been able to find three in the wild. Not very good odds I must say.

I bought one raw from a show last summer for $5. Just back from PCGS last week in PL68 with only two finer. One of my favorite quarters.

What about the ones in Specimen and Proof sets? Are they part of the 459,000?

What I was told, not the specimen sets for sure. Not sure about the Proof sets but I would wager no as well.
I'm not sure either tho, which I should get a MS or PL. I am leaning toward MS.

According to Haxby and Willey in 2012 Coins of Canada;
1991 Uncirculated Sets (formerly PL Sets) 148,000 1991 Specimen Sets 69,000 1991 Seven Coin Proof Sets 132,000
These would be aside from the 459,000 business strike quarters.

450,000 is still a wack of coins plus a lot was hoarded

That's why they are hard to find, rolls upon rolls were hoarded, the rolls do occasional hit ebay, but the rolls are very pricey..

The 3 from circ I got pre 2000. Personally I don't think this coin will ever be that expensive. I just don't see a reason why it should be .Imho.

A case has to said, that people are looking for it and paying up for it. I have seen in the last few auctions this coin sell for way more then any other quarter in its decade. Also if you can get one I don't think you will have a problem liquidating.

I picked up an ICCS graded ms-65 business strike off ebay a few months ago for around $30, which is reasonable to me. Patience was key.
