On Lincoln's shoulder?

It could be struck-through a fiber of some sort. It's difficult to tell.

Could be a small die crack, innie or outie? Cracks are raised. The last 9 is a funny one...because its VLDS, the flow ring is showing right under the digit. So it could be a struck thru/polishing issue. OR...it is in the area a spinner, coin roll end wrapper runs, have seen similar on last digit. Do think its struckthru tho.
