I could see this a minimum 66, good shot at 67.
As for the blob above the wreath it could be a strike through, die issue, or pitted reverse?

VAM-9, of a pretty late die state. The line from the O in ONE to the wreath is definitive, as this was the only use of that reverse. A slam-dunk 65 which wouldn't surprise me in a 66 slab. The obscuration on the reverse, if not on the slab, is obviously as-struck (to me) and shouldn't necessarily interfere much with the grade at this level although it might prevent a 66. By my personal grading standard I won't factor such a thing until 67 or better when strike becomes a major factor in the grade.

A gorgeous LDS CC. Obv 65, rev 66, net 65 - bottom of the cap and lower hair, where they meet, are the only nitpicky, tiny little things that keep this out of a full 66 for me.
