That one looks like a nice business strike. I really think the first one is a proof.

I can't really tell about the steps on the second one but, there aren't five.

If we have a larger image of the first one. Cropped and a little lighter in brightness, we may have something there. I cannot decipher what those rims look like.
Proofs do not have to have full steps, not always.
If that first one is a business strike, I would get it in a safe holder and any others in that roll that come close to it.
A 1961 P business strike in MS65 and higher, have odds of having 5 full steps at 1 in 150.
A 1961 Proof with 5 full steps are available and 6 full steps are common.

I messed with the pics a little.
I'm not so sure now. The 3rd image surface under the steps and above MONTICELLO looked so smooth and proof-like I was convinced it was a proof.
So here's maybe a couple better images?

I messed too, what I'm seeing is BS not proof. Jusy one nice strike is all. Rev field is too rough for proof.

OP posted two different coins. The one you altered, TNG, was the second posted and the one you altered, Crazyb0, was the first posted.

There may be some confusion because I'm confused about your responses.

Until better pics of the first coin are posted, I'm sticking with proof and the second is a business strike.

Hey look! I messed with stuff, too.

I'm not making any declarations but, I did a side-by-side of the first coin posted and a PCGS MS-67 example from the same year/mint that may help in some way. Don't tell me I wasted 6 minutes of my life!
