Yes when you look at edge closely you can see a line around outside wonder how these were made?

That's a fun find.
Usually you can see a little seam around one side or the other right up against the rim. I can't see it on your coin because the pics are so tiny.
It's probably worth a few dollars if you can find a buyer.

As others are saying ... this coin was created .. post mint striking.
It is a cool find ...
For me ... using a 1938 D Indian head with a 1938 D Jefferson would have made it even more interesting.

Grind of half of two coins stick them together I am not sure though can you legally grind of two coins

Yes perfectly legal to do, especially when that one was probably made years ago. You can still do it today as well, you can do just about anything you want to with your coins, cut them up, cut them out, pound them out flat with a hammer, fold them up, dissolve them in acid, drill holes in them, but if they are cents or nickel five cent pieces it is illegal to MELT them. (Any other coin is OK to melt.)

Very cool find...and yes, legal.
The only time it is illegal to deface is when fraud is intended.

There is a magic shop near me and they have two headed or two tailed coins for sale all the time. What is amazing is how much they cost. Nor cheap at all.

I've found 2 such coins in my hunting over the past 21 months... both Jefferson nickels.
CRH Nickeloholic. 1,600,000 nickels searched in eight years! Have found FOUR complete Jefferson sets!
