My initial was PMD.... but could you please get an exact weight of the coin... I'm wondering if the penny was just a smaller planchet....

A 1967 penny is 3.24 g, so within range.

Also could have been struck through a split/thin planchet, as there appears to be a weakness in the beads on the lower left of the obverse.

Can you post a close-up of the front, back and side?

It looks slightly smaller in design. It could be an electromagnetic shrinking experiment, has Uneven surface round bird. Just an idea. Some of the letters and dots don't line up like a 1967 normal penny. The II's for example. What does the edge look like? Is rounded or flat?

Is it thicker than the normal 67 penny? The weight is within tolerance. Is the centre of the edge sunken inwards?

My guess is electromagnetically shrunken. Is,there any slight distortion sin the queens design vs normal? And is the surface directly around the queen off? Use the normal to compare. It's something only you can likely see in hand

Weight is within tolerances... seeing the edge, it could have been compressed in a bezel-like setting.
