Ike came out fairly late in 1971 after the mint sets were already on sale, and probably too late to arrange for the new sealing lay out needed for 1972. (Back then tooling for sealing dies could take months, and the mint sets went on sale in February.) But they did have enough lead time for 1973.

I remember back at the time thinking it was ironic they couldn't get the Ikes in the '71 and '72 mint sets and then when they finally did in '73 there were none made for circulation.
Time don't fly, it bounds and leaps.
