F details, damaged or tooled. Even if you gave it to me for free I could never put it in my album as it would scare the rest of my coins something fierce.

Any thoughts on why?

What?! There's no way that could possibly straight grade! At the very least, VF Details, damaged.

They probably get inexperienced kids to grade after being given some basic training. How else can these TPG process so many coins. Just my opinion.

Just another reason why I don't slab my prize coins . They are only good for authenticity . But what if they screw up on that too ? We hear all the time how the Chinese are perfecting their counterfeits .

Typical NGC copper grading mistakes, I see more wrong grades than I do correct or even close on older type copper coins from them.

It's not difficult to visualize. NGC considered those obverse marks to be consistent with acceptable circulation contact, and not rising to the level of "damage." Although I disagree, it's a borderline case to me and I'm not on the "ridicule NGC" bandwagon for this one. It's VF20, fer cryin' out loud. Marks aside, I've seen worse in VF25. Look at this one which made PCGS/CAC VF25 and tell me it's technically superior to the OP's coin, disregarding the marks:
