There is no doubt whatsoever that the OP's coin is indeed a proof strike and I do not even need to look at the coin itself to know that simple fact. The coin is still encased in the OGP pliofilm. The Philadelphia pouch for a Mint Set would have a blue border while a Proof Set would not have a colored border, this coin was cut from a Proof Set. As for the steps, proof Jefferson nickels are assumed to have full strike details as struck so it should be Full Steps.

I agree with biochemist. Proof. Here's a pic. Your "cut" from a proof set shows no colored edge of the cello. Proof on left - Mint on right.

and yes, to get a FS designation the nickel has to be a business strike. Proofs are assumed to always have them. Not always the case tho.

I'll agree it's a proof, but it still doesn't appear to have full steps they appear to be joined below the middle two columns on the bottom step.
