Looks like a weakly struck no mint coin that may be worn. No way to tell from this one set of pictures.

I would say MS 64, The weak strike would keep it from making 65.

Not the most attractive toning, but I'd guess MS-64 based on the lack of surface marks. Tough to see behind the toning, though.

The resolution is too low. I think I know where this one is heading. So, I'll go out on a limb and say MS-66. If that scratch in the field, out in front of the upper lip, looks better in hand or is on the holder... I'll go MS-67.
I really don't see much in the way of scratches or dings, which is why I went out on a limb.
I have several NGC graded Morgans from the Olathe hoard that are heavily toned over the entire coin. They are a bit hard to grade as well. Many are 66 and 67. Paid a friggin' mint for them.

I was going to ask for better images. Tough to grade a toned coin such as this one from these static images.

Well, here is the answer. The image quality is what Heritage provided at time of auction, with only the 2 images. Makes me wonder if the Seller was aware of this. Needless to say, it sold at a discount to the same date and grade with better eye appeal at the time of auction.

Looks overgraded. Imho, coins with such weak strikes should not grade gem. The hair is flat above the ear and in other parts of the hair, detail is missing. That is not an issue about eye appeal, but an objective issue about the quality of the coin.

I can't say if it's over-graded or even under-graded but I sure wouldn't have paid MS66 money for it based on these images and you didn't...

Like I said... I've seen this before. The eye appeal is lacking. However, the coin doesn't have lots of bag marks. Had the toning been "pretty" it would have sold at a premium rather than a discount.
The problem is that as humans we mix the subjective with the objective all the time (and it's hard to separate them). Also, we need a better grading system. Something with separate categories.
If PCGS offers a conservation service and would honor at least the same grade ... it might benefit.
